Follow this link, it tells you how to input cheats and what codes you can use.

I am assuming you are using your PS2 codes for your PSP. That won’t work. You will have to use google to get the codes for your game. Is it Vice City or Vice City Stories? I don’t think that they have Vice City on the PSP.

check the roof of the downtown police station, also when you get to the second island you can buy a helicopter on the roof of your second safehouse for 5000 dollars

You can changing only by using a mod(ification).
Usually there is a mod database on filefront for a lot of games (including GTA) or just go to moddb.com and search there.

go to gamewinners.com and get all the cheats…first choose your device (ps2, pc,xbox…etc) on the left side and then choose a the letter g and scroll down until you find the game you want which is gta vice city…then after you click..you’ll find all cheats…
